Issue description

Shafafiya has several known issues that block payers from submitting members within 72 hours as per the DOH circular 176/2024, which was issued on 24 September 2024. A copy of the circular is available here: .

One issue is the error “a value must be valid as per the MOI web service.” Shafafiya returns this error for New and Renewal transactions, causing members to get COCs and renew their visas. These delays often result in additional penalties for the members to be paid to ICP for late visa renewal.

In addition, as DOH will not remember the members, the upload delay happened because of Shafafiya technical challenges, and they might fine the Payer for the late member submission.

Proposed workaround

Greenrain has designed a workaround that you can use to protect yourself from penalties from DOH for members' late submissions if the issue has been caused by Shafafiya technical challenges.

Our team will share the detailed workflow once you engage with it. On a high level, it looks like the following:

1. Send us a list of the impacted members. We keep them in a special registry for future reference.

2. We will keep escalating to DOH until the issue is resolved.

3. Once they solve the issue, we will upload these members to Shafafiya for you.

4. We will share the report with you when every member has been submitted with a copy of Shafafiya errors to explain why it was delayed. The proof of errors with the SOAP messages will be available.

5. You can forward this report to DOH and use it for future reference if DOH sends you the penalty.

The cost for this service is the following:

1. The price is 150 AED per member, excluding VAT. Let us know if you have too many records, and we will offer you a fair price.

2. If you have Premium Support:

   1. 50 members per month are free of charge.

   2. The price is 50 AED per member, excluding VAT.
