From 1-Jun-2014, you have to send Activity.OrderingClinician with every procedure in a claim. Ordering clinician is a doctor who ordered a procedure or prescribed a drug. Clinician, which mean a performing or dispensing clinician now, is left as an optional field – this is a doctor who performed a procedure or dispensed a drug.
